Issue: Federal Government Loan Guarantee

Before: Perry supported NRG Energy, Inc.'s application for federal government loan guarantee to construct two nuclear reactors in south Texas. The federal loan guarantee was granted to another project, and plans for the nuclear energy project were halted.

After: “I have changed my position from the standpoint of having any desire to have the federal government."

Issue: Campaign Contributions from Merck

Before: According to the campaign disclosure records, Perry's gubernatorial campaigns received nearly $30,000 since 2000.

Merck and its subsidiaries contributed more than $380,000 to Republican Governors Association since 2006, the year Perry became a prominent player in the group.

Issue: Illegal Immigration

Before: "I am intrigued and open to the Bush administration's amnesty proposal. Most Texans would agree that it's better to have legal, taxpaying immigrants from Mexico working in the United States than illegal immigrants living in fear of the law and afraid to access basic services."

After: Perry supported initiatives unsuccessfully pushed in the recent legislative session aimed at punishing businesses that knowingly hire illegal immigrants and that would allow police officers more latitude in arresting illegal immigrants.

Issue: Federal Economic Stimulus Spending

Before:
Through the second quarter of this year, Texas used $17.4 billion in federal stimulus money - including $8 billion of the one-time dollars to fund state expenses that recur over and over. In fact, Texas used the federal stimulus to balance its last two budgets.
